Focus and Scope

Cuadernos Económicos de ICE is a semi-annual monographic publication with a scientific vocation that is part of the group of journals of Spanish Commercial Information (ICE Journals) edited by the Spanish State Secretariat for trade.

Cuadernos Económicos de ICE began its journey in 1977 with the aspiration to contribute to the dissemination and development of knowledge and research in the field of economics. It publishes original articles on theoretical economics, applied economics, and quantitative methods, both in Spanish and English.

Cuadernos Económicos de ICE follows the international quality standards of scientific journals. The selection of the works is made through an anonymous external evaluation procedure and special attention is paid to the originality of the manuscripts; the published articles include summaries in Spanish and English, and their content is analyzed by keywords and classified according to the subject codes of the Journal Economic Literature. Currently, the publication of the journal is carried out through the specialized platform Open Journal System 3, and all articles are identified by a DOI.

Traditionally, Cuadernos Económicos de ICE has maintained a section of Economic Tribune open to contributions on any economic topic. Currently, this section aims to provide the reader with the opportunity to know the studies, analysis, and points of view of economists and experts on current economic issues.

Cuadernos Económicos de ICE appears indexed in various repertories and bibliographic databases and its dissemination is promoted through social networks and other promotional media.

Editorial Principles and Ethical Commitment

The editing and publication of Cuadernos Económicos de ICE are in charge of the State Secretariat for trade, currently attached to the Ministry of Economy, Commerce and Business, with the Subdirectorate General for Trade Studies and Prospecting being the unit responsible for the editorial direction of ICE. The editorial team is composed of the director or editor and the head or chief of editing. In the case of Cuadernos Económicos de ICE, a reputable academic joins the editorial team, contributing, among others, to the choice of monographic topics, identification of coordinators, and supervision of the evaluation process.

The editorial team is supported by an Editorial Board that collaborates in the planning and coordination of the issues of each journal and by a Scientific Council made up of recognized specialists in economic research.

To achieve excellence in the quality of the works it publishes, the following principles are adopted:

Impartiality. The editorial team and reviewers must be impartial and objective in managing the proposed works for publication and respect the intellectual independence of the authors, who should be recognized the right to reply in case they have been negatively evaluated.

Confidentiality. The editorial team and reviewers have the obligation to maintain confidentiality about the texts received and their content until they have been accepted for publication. Only then can their title and authorship be disseminated.

Review of Works. Cuadernos Económicos de ICE employs a peer review process, external and anonymous for manuscript selection. Each manuscript is evaluated by two external evaluators specialized in the area covered by the manuscript following a double-blind method. The editorial team may reject an article without proceeding to its evaluation when it deems that it does not comply with the rules, both formal and content, or does not suit the thematic profile of the publication. After this preliminary analysis, the manuscripts will be sent to specialists in the field, who, within a maximum period of two months will issue a report on the scientific quality of the article, recommending its acceptance with or without corrections, or its rejection. The result of the evaluation will be communicated to the authors, who will have a period of one month to incorporate the suggestions of the reviewers or exercise their right of reply in the face of a negative evaluation.

Acceptance or Rejection of Manuscripts. The responsibility for accepting or rejecting a work for publication lies with the editorial team, which will rely on the evaluation reports received on it. Such reports should base their verdict on the quality of the works on their relevance, originality, and clarity of exposition.

Advertising of publication rules. The rules for submitting originals are public through the ICE Magazines webpage and the editorial team ensures that all collaborators of the issue are aware of them.

Conflict of Interests. The editorial team, reviewers, and authors commit to notifying the journal's management of any indication or doubt about the possible existence of a conflict of interest. The journal's management will ensure that such conflicts of interest do not occur.

Originality and Plagiarism. Cuadernos Económicos de ICE only accepts original works not previously published or under evaluation in another journal. Until they receive notification of their rejection or voluntarily withdraw them, the authors will not send the originals to other journals for evaluation or publication. It is permissible to send for publication works that expand or modify others already appeared, such as brief notes, communications or abstracts in the proceedings of a congress, that have been presented in seminars or workshops or published in a preliminary version as working papers. In these cases, it is necessary that the original sent to this publication adequately cites the text or work on which it is based and that this original incorporates substantive modifications on what has already been published.

Code of Conduct against Misconduct. The editorial team will take appropriate measures when potential ethical problems are detected in a manuscript that has been sent for review or that was published in the past. Any event that has been reported in this regard will be investigated, even if the complaint occurs years after the publication of the article. The editorial team follows the principles and guidelines of the Committee on Publication Ethics (COPE) when addressing cases of misconduct in order to ensure the integrity of publications. If, after conducting the necessary inquiries, it is found that there is indeed an ethical problem, a correction or retraction will be published in Cuadernos Económicos de ICE.

ICE Magazines, to promote debate, dissemination, and collaboration among authors, may organize or co-organize with other institutions, conferences, workshops, seminars, or other events prior to the publication of an issue, which may result in preliminary versions of articles, such as brief notes, communications, working papers, etc. In these cases, these documents should reference the event, as well as the role of ICE Magazines and the institutions that have contributed to its organization and, where appropriate, that the document has been prepared as a preliminary version for submission to the journal for evaluation and publication. The editorial team pays special attention to the originality of the works received, and insists that this aspect is also monitored during the evaluation process. In this sense, reviewers should inform the editorial team of any similarity or overlap of the manuscript with other published works. Manuscripts that are based on the critique or development of articles that have already been published in Cuadernos Económicos de ICE, following the tradition of the so-called "comments" in academia, are also considered for publication.

Authorship of the Work. In the case of multiple authorship, the person listed as responsible for the work must ensure the recognition of those who have significantly contributed to the conception, planning, design, execution, data collection, interpretation and discussion of the work's results; in any case, all the people who sign it share the responsibility for the work presented.

Information Sources and Funding. The authors must identify and cite in the bibliography the original sources on which the information contained in their work is based. They will also indicate the sources of funding granted for the work. This information will appear in the published work.

Significant Errors in Published Works. When an author discovers a serious error in his/her work, he/she has the obligation to communicate it to the journal's managers as soon as possible, to modify his/her work, withdraw it, retract it or publish a correction or erratum. If the possible error is detected by any of the members of the editorial team, the authors are obliged to prove that their work is correct.

Appeals and Complaints. The editor, based on the evaluation reports, decides on the acceptance or rejection of the manuscripts. In the face of a rejection decision, the authors can appeal. Once an appeal has been made, the editor may, if she deems it appropriate, request a third evaluation of the manuscript, or maintain the rejection decision. In any case, the authors must be informed about the decision made in the appeal process. Decisions on appeals are final, and the review of manuscripts sent for the first time takes precedence over appeals.

Complaints should be sent to the editor. If the subject of the complaint is the editor herself, please write to the head of editing at the following address revistasice.sscc@mincotur.es. If the subject of the complaint is the duration of the evaluation process of a manuscript, the complaint should be raised to both the editor and the head of editing.

Policy for Preservation of Digital Archives

The State Secretariat of Commerce, through digital preservation methods, ensures the intellectual content of archival electronic documents for extended periods of time, maintaining their attributes such as integrity, authenticity, immutability, originality, reliability, and accessibility.

ICE Journals is part of the Public Knowledge Project (PKP) network, a multi-university initiative that develops open-source (free) software and conducts research to improve the quality and reach of academic publishing and generates a decentralized archiving system, distributed among collaborating libraries, in order to create permanent archives of the journal for the preservation of original content and its restoration if necessary.

The digital preservation policy will be periodically reviewed by the State Secretariat of Commerce.

Access to publications

All publications are accessible in a dual format: in paper and electronic support. Unrestricted access to all content of the electronic edition is facilitated from the moment of its publication. Cuadernos Económicos de ICE can be purchased in paper format.

Readers can register for the publication notification service of their interest through the link that appears at the top of the home page. Registration allows readers to receive notifications, through email, of the publication of a new issue.

Copyright notice

Notwithstanding the provisions of the Consolidated Text of the Intellectual Property Law, approved by Royal Legislative Decree 1/1996, of April 12, and in accordance with the same, the authors grant exclusively to the State Secretariat of Commerce, publisher of Cuadernos Económicos de ICE, the rights of reproduction, communication, distribution, and transformation in any current or future format (paper or electronic) of the works accepted for publication and accept the inclusion of their content in indexes, repositories, and national and international databases, with reference and recognition, in any case, of their authorship.

Authors must complete an Authorship, Good Practices, and Rights Transfer Declaration.

Right to Self-Archive in Open Access Repositories

The authors of the works published in Cuadernos Económicos de ICE can, in any case, offer in institutional repositories of open access and self-archiving platforms a copy of their works (in the author's final version, after peer review, or in the editor's final version) once they have been published, specifically citing their publication in Cuadernos Económicos de ICE and providing, where possible, a link to the published document on the ICE Journals website.

Research Data Deposit

We recommend authors to deposit the data obtained from the research developed for the preparation of their article in reputable repositories, specific to the discipline or of a general nature. In any case, it must be a FAIR (Findable, Accessible, Interoperable, Reusable) repository, preferably open access.

If the author has deposited their research data in a repository, she should mention it in the article, providing a brief description of the type of data deposited, the name and URL of the repository, the identifier code, and the use and distribution license data. This information should appear at the end of the article, immediately before the bibliographic listing, under the heading "Availability of deposited data".

Cuadernos Económicos de ICE provides an OAI-PMH (Open Archives Initiative - Protocol for Metadata Harvesting) interface that allows other portals and information services to access the metadata of published content.
