La ayuda internacional: hacia la renovación o la progresiva irrelevancia

Resumen

El artículo se propone hacer un diagnóstico sobre el sistema de cooperación para el desarrollo y plantear medidas para su progresiva reforma. Tras establecer un panorama del desempeño del sistema en los tres últimos lustros, se analiza la diversificación de propósitos y narrativas que inspiran la ayuda, la pluralidad de actores implicados en su seno, la ambigüedad de algunos sistemas de cómputo y la preocupación por la eficacia de sus intervenciones. El artículo termina con un apartado de contenido más propositivo, referido a las medidas que se pueden adoptar en la IV Conferencia Internacional sobre Financiación para el Desarrollo.
