Clouds on the Horizon: Mobilizing Private Capital for Sustainable Development in a Changing Political and Policy Environment

Movilizar capital privado para los objetivos climáticos y de desarrollo en las economías emergentes y en desarrollo es cada vez más urgente en un contexto de aumento de la deuda mundial, cambios geopolíticos y espacio fiscal limitado. En este artículo se esbozan los principales factores que facilitan el aumento de la inversión privada, como la mejora del diálogo entre acreedores y deudores, el refuerzo de la cartera de proyectos, la mejora de la transparencia y las políticas industriales específicas. Este artículo destaca la necesidad de reformar los marcos normativos, ampliar la financiación mixta en condiciones favorables y los instrumentos de riesgo compartido, y aprovechar mejor las plataformas de los BMD y las IFD. Por último, aboga por la experimentación estratégica —incluidos los mercados voluntarios de carbono— para desbloquear nuevos capitales no generadores de deuda y apoyar una transición mundial neta cero sostenible, equitativa y orientada al crecimiento.
